The ruling by the Sacramento County judge prevented the state from selling construction bonds for the project and ordered the California High-Speed Rail Authority to write a new funding plan. He also ordered the authority to have all environmental clearances in place for the first 300 miles of track in the Central Valley.

I understand that its important for people in administration to dot their i’s and cross their t’s, but let’s be realistic: They are building a fucking rail line. Its 2013 and humans are destroying the environment at breakneck speed, and a plan to build a rail system is being hung up because of – an environmental impact review?!?
What will be the impact if the rail system is not built?
I think there should be lawsuits for not building rail systems in this day an age given the state of things.
